The application package for the Parks and Recreation Trust Fund (PARTF) Grant was completed and mailed to NC Department of Natural Resources. Recommendations were received and included in the application package from the following bodies for approval on moving forward with applying for the PARTF Grant for acquisition of the Otter Falls property:
A. Planning Board
B. Recreation Commission
D. Partnership for a Better Seven Devils (PBSD)
E. The Town received great response from citizens regarding support for acquisition of the Otter Falls property.
The Town has entered into a signed Offer to Purchase and Contract with the property owners of the Otter Falls property. This basically means the property is off the market for other buyers during the ‘due diligence period’ which lasts until August 31, 2013. The Town sent $1,000 as an earnest money deposit with the Offer. The Town can cancel the contract for ‘any reason, or no reason at all’ during the ‘due diligence period.’ During this period, if the Town gets an appraisal or makes any discovery at all why they would not want to move forward with the Offer to Purchase and Contract (i.e. value too low compared to offer price, or we do not receive the grant), the Town could terminate the contract and get the $1,000 back. We will try to keep everyone current as we hear information.
December 16, 2013 Update:
The purchase price on the property is $265,000. We received a grant award of one half the purchase price – $132,500 – from the North Carolina Parks and Recreation Trust Fund. This grant award is a reimbursement grant, so we will not be able to submit our request for reimbursement of the grant award until we have actually taken possession of the property.
The proposed acquisition of Otter Falls is still moving forward, although there have been several delays. We have missed the closing date on three occasions, but the delay has not been an issue created by or caused by the Town, and the seller and Town have agreed to extensions. Seven Devils has complied with all the necessary steps to close on this sale and we fully expect the presently scheduled closing date of December 31, 2013 to be fulfilled.
We are still working toward reaching the goal of $132,500 that is required for matching the NC PARTF grant so the Town can purchase the property. We are working with The Conservation Fund in Washington, D.C. in addition to NC PARTF. They have agreed to match, dollar-for-dollar, citizen donations up to $54,000. As a result of this very generous offer from The Conservation Fund, a little over $43,000 in current donations will be matched. We are hopeful of reaching the full match of $54,000, since doing so would mean that we would reach our total goal of $132,500. Right now (December 13, 2013) we are about $21,500 short of the total goal.
We still have a few pledges that have not been fulfilled and we are hopeful that these will come in soon. Almost all of the money from the early pledges has been received. If you pledged a donation toward the acquisition of Otter Falls, please let us hear from you. Now is a great time to complete your tax-deductible donation to the Town of Seven Devils before the end of the current tax year. If you have not donated, it is not too late.
